Ampere's law in a capacitor

Ampere's Law states that

where S stands for a loop and S stands for any open surface whose edge (boundary) is the loop S. A current flowing in a long wire charging a capacitor (as shown in the figure below) causes some difficulty for this law. Explain what the difficulty is and how it can be fixed.
