The answer is: (a) the system will have returned to a level orientation, as seen in the photograph at the right below.

Note that the water level in the beaker at the right on the balance is higher than in the beaker at the left immediately after the aluminum cylinder is submerged, as seen in the photograph at the left. The siphon will allow the water from the higher level to move to the lower level, causing the system to return to equilibrium, as seen in the photograph at the right. It does not matter whether the entire cylinder or only part of it are submerged; in either case the water level will equalize.
